QIN majored in radio communication engineering at Nanjing College of Communication Engineering and graduated in 1982 with a BS degree. He received training from European Patent Office (EPO) in 1993.
QIN had worked as a patent examiner at the State Intellectual Property Office (SIPO) for 20 years and became a senior patent examiner in 2000. He had reviewed more than 1,000 patent applications during this period of time. QIN also trained many junior patent examiners and participated in writing and editing Guidlines for Patent Examination and Training Courses for examiners.
QIN is a co-founder for Yuanben. He qualified as a patent attorney in 2006. His current practice focuses on Intellectual Property Law, including representation of clients at SIPO, Patent Reexamination Board and People’s Court. He has tremendous experience in patent prosecution, invalidation and infringement. His technical specialty includes electronics, telecommunication, computing technology and physics.
